Historically there were 3 Towers: the White Retreat, Wolfhold and the Valley Alliance Tower, one known as a combined force as 'The Kern Valley Alliance'. When the Kern Valley Alliance lost two of their Towers at a Time of Reckoning the one remaining Tower, the Valley Alliance Tower, was renamed Fortunes Keep. As a result of the last Cataclysm the Towers were lost and the people of Fortunes Keep moved to the Valley, which is their current location and the are now referred to as the Valley or the Valley people.
